國道三號昨（7）日發生重大車禍，一台警車遭拖板車追撞，造成2名員警1死1重傷，肇事的黃姓司機第一時間稱自己是因閃車不及，才會撞上前方停靠在路肩的警車，但調閱警車上的行車紀錄器發現，當時拖板車兩側都沒有任何車輛，直接打臉黃男說法。
43歲的國道警察陳啟瑞和另一名警員楊于辰，7日上午11點在國三新竹香山路段南下108公里處執行車輛路肩戒護，卻遭對向的拖板車迎面衝撞，造成坐在車上的陳啟瑞不幸殉職，車外的楊于辰則受重傷。
黃男向警方供稱，當時為閃避外側車道一輛轎車，才會突然往路肩閃避，等看到前方警車時，已煞車不及；不過警方調閱警車上的監視器發現，當時兩側並沒有任何車輛，只見拖板車自行偏離車道，絲毫沒有煞車就直撞警車。
另外，警方也在拖板車上查獲毒品及吸食器，黃男雖坦承5天前吸食過安非他命，卻否認在開車前吸毒，警方仍不排除毒駕的可能性。

菲律賓衛生部8月1日引述聯合國愛滋病規劃署（UNAIDS）的報告指出，過去6年間，菲律賓已經成為亞太地區感染愛滋病病毒人數增長最快的國家，感染人數增長率高達140%。
菲律賓衛生部長巫比亞（Paulyn Ubial）表示，感染愛滋病的病患從2010年的4,300人，到2016年底為止，已大幅增加至1萬500人。其中，高達83%的新染病案例，是因未採取安全措施的男男性行為導致，並有三分之二的新愛滋病感染者為15至24歲的年輕男性。由於對男男性行為和愛滋病本身的汙名化，許多人對愛滋病毒、症狀、如何避免感染等都認識不足。
菲律賓當局表示，他們並非針對同性戀族群。公共衛生監管部門主管沙孟德（Genesis Samonte）指出，他們只是根據數據，發現任何與男性發生性行為的男性都有感染愛滋病的風險。當局提醒民眾在進行性行為時，須做好安全措施，並定期接受愛滋病病毒檢測。
